CITY COUNCIL <br />PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, March 28, 1989, at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota, regarding <br />proposed Sealcoating Improvement Project #89-6 for Rodeo Hills Estates and Sealcoating <br />Improvement Project #89-7 for Beaudry's Second Addition. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember A1 Pearson <br />Councilmember Richard Cich <br />Councilmember Stephen F. DeLuca <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Attomey William Goodrich <br />Community Development Director Mark Banwart <br />Mr. Merl~nd Otto/Hakanson Anderson and Associates <br /> <br />Members Absent: Councilmember Kenneth Peterson <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:10 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Merland Otto stated that it is the City policy to sealcoat streets every 5 years. The <br />purpose of sealcoating is to: <br /> <br />2. <br />3. <br />4. <br />5. <br />6. <br />7. <br />8. <br /> <br />Provide abrasion resistant surface. <br />Provide low cost all weather surface. <br />Provide skid resistant surface. <br />Decrease permeability of the surface. <br />Give new life to weathered surface. <br />Improve surface irregularities. <br />Provide line demarcation. <br />Improve night visibility. <br /> <br />The estimated total project cost in Rodeo Hills is $8,245; 40 units are proposed to be <br />assessed. The estimated total cost proposed to be assessed is reduced to $4,349 because of <br />a sealcoating fund resulting from payments required in lieu of street improvement <br />assessments for the conversion of two outlots to buildable lots after the improvements were <br />made.
