implementation of the River's Bend Park project from the Corps of Engineers and the Fish
and Wildlife Service. The one concern remaining is obtaining an access road through the
embankment area of the County right-of-way which would add significant cost to the
bridge project. The options before Ramsey are:

1. Continue with the bid process for park improvements with receipt of bids on April
10. Council may hold bids for 60 days and this option assumes the County's
permit will be satisfactorily resolved within two months.

Cancel the park project contingent on receiving an extension to the use of CDBG
funds on another project.

Continue with bid process, explore possibility of alternative funding source other
than CDBG funds or determine if CDBG funds can be used for portions of the
project with modified access road or without construction of the access road.

4. Cancel project without consideration for CDBG funds.

County Commissioner Steffen was present and stated that the County is expecting a letter
from the Corps of Engineers requesting that the bridge be lengthened; the cost to lengthen
the bridge is $4,000/foot; Ramsey's withdrawal of the park project will not do anything to
relieve the problems facing the County bridge project.

Motion by Councilmember Pearson and seconded by Councilmember Cich to continue the
River's Bend Park Project #89-1 under Option #1 (continue bid process and hold bids for
60 days).

Motion carried.
