Case #2: Status Of Mr. James Martin's Request For City Action <br /> Regarding Anoka County's Imminent Domain Of His Property: <br /> <br />Commissioner Steffen stated that last year the County appropriated revenue sharing dollars <br />for the purchase of land along the Mississippi River owned by Mr. Martin to enhance the <br />park property donated by Mr. Huseby. In response to concerns raised by Ramsey's <br />Economic Development Commission, the County would provide an alignment for an <br />easement for the Mississippi River Bridge from the crossing to Hwy. #10. Commissioner <br />Steffen noted that it is very unlikely that the Mississippi Bridge will become a reality within <br />the next 10 years because the County has currently sold all of it's bridge bonding capacity. <br /> <br />Mr. Martin noted that he is requesting that placement of the acquisition line be such that he <br />is left with a developable depth along Hwy. #10. <br /> <br />Commissioner Steffen noted that there is a certain amount of acreage required in order to <br />qualify for revenue sharing dollars but Mr. Martin's concerns are also being taken into <br />consideration. <br /> <br />The Council recessed at 8:40 p.m. <br /> <br />Mayor Reimann called the meeting back to order at 8:58 p.m. <br /> <br />Case #3: Request For Preliminary Plat Approval Of Oak Run Addition: <br /> <br />Mr. Banwart stated that the Planning and Zoning Commission is recommending <br />preliminary plat approval of Oak Run Addition which consists of 12 lots located east of <br />Nowthen Blvd. and north of and including Coquina Street. The main issue is that Coquina <br />Street is an existing unsurfaced City street with several residents; the City's subdivision <br />code requires developers of new subdivisions to improve the streets; Mr. Gerald Bauer is <br />determining whether the street improvements should be by a petition of property owners <br />for a public improvement project or by an arrangement between himself and existing <br />property owners. <br /> <br />Mr. Bauer noted that he would also like the seaicoating escrow required of developers of <br />new subdivisions waived in this case. Mr. Bauer stated that in this case there are existing <br />residents in the subject area and assessing future sealcoating costs to the benefitting <br />property owners is more consistent with City policy in this case. <br /> <br />Mayor Reimann expressed concern with the common access onto Nowthen Blvd. from lots <br />5 and 6. Mr. Banwart noted that the County has approved the common access. <br /> <br />Mayor Reimann noted that area residents are concerned with speeding vehicles on Coquina <br />and suggested street improvements include speed bumps or dips. Mayor Reimann <br />requested that City Staff report back to Council regarding the City's responsibility relating <br />to speed bumps and dips. <br /> <br />Mayor Reimann stated, and Councilmember Cich agreed, that waiving the sealcoating <br />escrow in this case would be appropriate since the proposed subdivision is not from raw <br />land and includes an existing, dedicated City street that is currently being maintained by the <br />City and needs improvements. <br /> <br />City Council/March 28, 1989 <br /> Page 7 of 12 <br /> <br /> <br />
