Mr. Goodrich requested that the issue of whether the street improvements will be a public <br />project or neighborhood/Bauer project be determined prior to final plat approval of Oak <br />Run in order that it can be addressed in the development agreement. <br /> <br />Motion by Councitmember Pearson and seconded by Councilmember Cich to approve the <br />preliminary plat of Oak Run with the following terms: <br /> <br />1. The developer and adjacent landowners shall not be required to provide a <br /> sealcoating escrow. <br /> <br />2. Variances will be granted to lot size and a common access onto a major <br /> thoroughfare for Lots 7 and 8, Block 1. <br /> <br />Trees and plantings on Lot 7, Block 1, be limited so as to not restrict visibility onto <br />C.S.A.H. No. 5. <br /> <br />The developer complies with all items contained in the City Engineer's report dated <br />February 28, 1989. <br /> <br />5. That Coquina Street be blacktopped. <br /> <br />Further, that whether the blacktopping will be accomplished as a private or public project <br />has not been made at this time. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson and <br />Cich. Voting No: None. Absent: Councilmember Peterson. <br /> <br />Case #4: Request For Preliminary Plat Approval Of Wildwood Acres <br /> Addition: <br /> <br />Mr. Banwart reported that the plat has been reviewed by the Planning and Zoning <br />Commission and the Park and Recreation Commission; preliminary plat approval is <br />recommended. Mr. Banwart noted that there was some resident concern expressed at the <br />public hearing regarding the runoff from the development increasing the water elevation of <br />wetlands to the north. The developer's drainage plan indicates that water will drain to the <br />north and then be redirected to the southwest. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Pearson to approve the <br />preliminary plat of Wildwood Acres contingent upon compliance with all items contained in <br />the City Engineer's report dated February 27, 1989. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson and <br />Cich. Voting No: None. Absent: Councilmember Peterson. <br /> <br />Case #5: Review Horse Ordinance: <br /> <br />Mr. Banwart reported that the Planning and Zoning Commission will be reviewing the <br />proposed amendment to the horse ordinance and then presenting it to Council. <br /> <br />Mayor Reimann and Councilmember Pearson stated that the acreage requirements in the <br />proposed ordinance amendment, as it is currently written, are not adequate. <br /> <br />City Council/March 28, 1989 <br /> Page 8 of 12 <br /> <br /> <br />
