Voting No: None. <br /> <br />Case #8: Review Residential Housing Standards: <br /> <br />Mr. Banwart noted that Council amended introduced the Residential Housing Standards Ordinance <br />on March 28. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Peterson to adopt Ordinance <br />#89-14, which is a Residential Housing Standards Ordinance for the City of Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Cich, Pearson and <br />Peterson. Voting No: None. <br /> <br />Case ~9: Adopt An Ordinance Regulating The Dumping Of Garbage, Refuse, <br /> Site Development And Construction Debris: <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLuca to adopt Ordin,'mce <br />#89-15, amended as follows, which establishes regulations for the dumping of garbage, refuse, <br />site development and construction debris: <br /> <br />Item 110.18!.c. should be revised to indicate that all debris shall be deposited in a <br />licensed waste disposal facility. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich and <br />Peterson. Voting No: None. <br /> <br />Case #10: Request Moratorium On The Construction Of Pole Buildings Along <br /> Highway #i0 Corridor: <br /> <br />Mr. Banwan stated that per the Highway -gl0 Corridor Study and Ramsey's a~eement with Anoka <br />regarding building standards in abutting industrial areas, the Planning and Zoning Commission has <br />recommended that City Council establish a moratorium on the construction of pole buildings along <br />Hwy. #10 and that City Staff be directed to draft an ordinance to disallow pole buildings and <br />up~ade building standards. <br /> <br />Bob Schwalbosh - Manager of Morton Buildings, Inc. - Foley, Mn. - Stated concern with the City. <br />considering disallowing pole buildings along the Hwy. gl0 corridor. <br /> <br />Mr. Goodrich stated that Mr. Schwalboski will be contacted to provide input to City Staff's <br />research of appropriate construction types and up~ading building standards along the Hwy. #10 <br />corridor. <br /> <br />Mr. Hartley noted that it is the City's objective to provide for quality construction based on location <br />and functionality; there is no effort on the part of the City to exclude any particular vendor or type <br />of construction. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to direct City Staff to <br />draft appropriate site plan ordinances and performance standards for the Highway #10 Corridor <br />area and Industrial Zoned areas abutting the Anoka Industrial Park in particular and <br /> <br />City Council/May 23, 1989 <br />Page 9 of i4 <br /> <br />17 <br /> <br /> <br />
