CITY COUNCIL <br /> PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, June 27, 1989 at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota regarding <br />vacation of easement on Lot 3, Block 5, Whispering Pines Estates. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Richard Cich <br />Councilmember Alan Pearson <br />Counzilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Peter Raatikka <br />City Anomey William Goodrich <br />Community Development Director Mark Banwart <br /> <br />Members Absent: Councilmember Stepehn F. DeLuca <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:40 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Goodrich stated Ibat an entire parcel that was established as a drainage area for an <br />entire subdivision has been built upon. The persons that bought the parcel and built their <br />home upon it are requesting that the Ci~' of Ramsey vacate the drainage easement. There is <br />a fair amount of concern regarding this request because there is no other place for the <br />drainage to go in the subdivision. <br /> <br />CITIZEN INPUT <br /> <br />Richard Jarson - 15346 Okapi Street N.W. - Stated that he purchased the lot from Anoka <br />County as a tax forfeit, not 'knowing the entire lot was under easement for the City of <br />Ramsey. Mr. Jarson stated that he applied to Ramsey for a building permit, received same <br />and proceeded to build his home, for which a certificate of occupancy was issued. He is <br />now in the process of applying for a mortgage for the property and the title company <br />discovered the drainage easement on the property. Mr. Jarson stated that he has reviewed <br />the 3 alternatives for drainage (drainage pond, storm sewer pipe, dr5, wells) presented by <br />the City Engineer. Mr. Jarson stated that even though he doesn't know the number and <br />cost, he feels dry wells would be the most fair resolution to the problem. Mr. Jarson stated <br />that a drainage pond would adversely affect his property value and storm sewer is too <br />costly. <br /> <br />Mr. Peter Raatikka stated that in his opinion, storm sewers are the best solution to the <br />drainage problem and prevent flooding to the Jarson home.
