Jean Schlueter - Noted that the vacant lot in Rum Acres Estates is currently designated as
the drainage area for Rum Acres Estates; inquired as to how installation of a storm sewer
system will affect the status of that lot.

Mr. Raati ~kka replied that the status of that drainage lot has not yet been determined; the City
holds a drainage easement over that entire parcel; part of the agreement for Rum Acres
Estates states that if a storm sewer system were installed, the developer would receive the
drainage lot back as a buildable lot.

Dorothy Stadfelt - 15111 Juniper Ridge Drive - Requested information regarding the catch
basin proposed.

Mr. Raatikka stated that the installation of the catch basin takes about one da3' and involves
digging up a portion of the street. The catch basin is a concrete structure , 4 feet in
diameter which extends downward to the inverted pipe. The catch basin has an inlet on top
where water flows in and down and out through the pipe. The pipe is 20-24 inches in
diameter and empties into the fiver at approximately water level. The outlet to the fiver
must be grated and requires a DNR permit.

Sue Damyanovich - 15130 Juniper Ridge Drive - Stated that the area proposed for the catch
basin is by her home and asked if her yard and underground sprinkler system will be
disturbed during the installation process.

Mr. Raatikka stated that the installation is proposed to be on Sue Damyanovich's side of the
street within the street fight-of-way; the boulevard and sprinkler system would be restored
following installation.

Dick Knutson - Stated that it is not necessary to install the catch basin on Damyanov~ch's
side of the street; it can be installed on the opposite side of the street.

Gretchen Hersch - 15021 Juniper Ridge Drive - Stated that she has Black Hills Spruce trees
valued at $500-$600 and a wildflower garden planted along the sn-eet easement; inquired if
the storm sewer improvements will disturb that area and if so, could the trees be removed
and replanted.

Mr. Raatikka replied that the City owns the street easement and if the trees and flowers are
within that easement, the City can remove what is necessary in order to construct the
project; the area would be restored with sod.

Mayor Reimann requested that the City En~neer review the Hersch property to determine
whether or not the trees would have to be removed.

Mr. Harfley noted that the design plans being reviewed this evening are not final; concerns
raised this evening along with other information gathered will be considered in drawing up
the final design plans.

City Council Public HearinffAugust 29, 1989
Page 2 of 3
