Enterprise Park to Crooked Lake 115 kV Transmission Line March 2012 <br />Environmental Assessment <br />3.3. Alternative Route <br />During the public EA scoping process, a member of the public suggested a route segment <br />alternative be included in the scope of the EA. This route segment alternative (Route <br />Segment Alternative A) is in the city of Anoka. As is represented in Figure 2, this <br />alternative would depart from the Applicant's preferred route at 6th Avenue where it <br />crosses railroad tracks, and instead parallel the railroad right-of-way to the northwest, <br />then turn north along 4th Avenue, then turn east to join up with the Applicant's preferred <br />route at Garfield Avenue. The route width for this route segment alternative is 400 feet. <br />3.4. Substation Modifications <br />The proposed Project involves modifications to the existing Crooked Lake 115-kV <br />Substation. Xcel Energy will own all common substation facilities (land, fence, etc.). <br />Modifications will include installing a new breaker ring bus configuration, modifying the <br />high side structures to accommodate the new 115-kV transmission line, grading, fencing, <br />constructing a control building, and erecting steel structures. The new 115-kV <br />transmission line will exit the Crooked Lake Substation from the east side of the <br />substation and extend north over Main Street. Great River Energy/Minnesota Municipal <br />Power Agency will have a permanent easement for its facilities on the east portion of the <br />substation, and will own and operate all the high voltage 115-kV facilities. The <br />substation yard will be expanded by less than one acre, on Xcel Energy -owned land, to <br />accommodate the added equipment. <br />The proposed Project involves modifications to the existing Enterprise Park 69-kV <br />Substation. Anoka Municipal Utility will own all common substation facilities (land, <br />fence, etc.) and will operate the low voltage distribution facilities. Modifications will <br />include installing one 115/12.47-kV transformer to receive the new 115-kV service and <br />step it down to 12.47 kV for distribution, installing one box structure, a 115-kV switch <br />with associated bus work and one 115-kV transrupter to accommodate the 115-kV <br />transmission line termination. Portions of the high side structure will be owned by <br />Minnesota Municipal Power Agency and Anoka Municipal Utility. Modifications will <br />also include grading, fencing, constructing a control building, and erecting steel <br />structures. The substation yard will be expanded by less than one acre, on Anoka <br />Municipal Utility -owned land, to accommodate the added equipment. <br />The new 115-kV transmission line will enter the Enterprise Park Substation on its east <br />side.
