Enterprise Park to Crooked Lake 115 kV Transmission Line March 2012 <br />Environmental Assessment <br />with the School District, city of Anoka, and Anoka County Highway Department's <br />development plans for this area. The requested route widths are intended to allow <br />flexibility to work with landowners on the alignment and to accommodate environmental <br />concerns. The rights -of -way will typically be 25 to 35 feet from the centerline of the <br />transmission line. In special circumstances, wider rights -of -way may be needed. <br />The route width of Route Segment Alternative A is 400 feet. The right-of-way will be <br />typical of the Applicant's proposed route, varying from 25 to 35 feet from the <br />transmission line centerline. <br />3.6. Project Costs <br />The total estimated cost of the Project, as proposed by the Applicant, is approximately <br />$11.71 million (2010 dollars.) The total estimated cost of the project, incorporating <br />Route Segment Alternative A, is approximately $12.16 million. Cost estimates for the <br />proposed transmission line and substations include expenditures for permitting, surveying <br />(land and cultural resources),right-of-way acquisition, right-of-way clearing and right-of- <br />way restoration, materials, relocation or underbuild for distribution facilities, and <br />construction for both the transmission line and substation modifications. <br />Transmission line costs vary depending on easement costs, permitting costs, the structure <br />type, the number of structures per mile (i.e., span length), the height and diameter of the <br />wood poles or steel poles, labor and hardware costs, and any modifications to existing <br />distribution infrastructure. The line construction costs include the cost of structures, <br />foundations, insulators, conductor, bird flight diverters where necessary, and labor as <br />well as any costs of equipment that will be used to construct the new line and modify the <br />existing substations. <br />The single -pole 115-kV transmission line costs for a 795 ACSS conductor (the conductor <br />proposed for this Project) in a developed area are approximately $1,503,000 per mile. <br />Annual operating and maintenance costs associated with 115-kV transmission lines in <br />Minnesota currently average about $600 per mile. Storm restoration, annual inspections <br />and ordinary replacement costs are included in these annual operating and maintenance <br />costs. The estimated annual cost of right-of-way maintenance is between $500 and $750 <br />per mile of transmission line. <br />Operation and maintenance costs associated with the Crooked Lake and Enterprise Park <br />substations will be minimal Operation and maintenance costs include weed control <br />inside the substations. <br />12 <br />
