Enterprise Park to Crooked Lake 115 kV Transmission Line March 2012 <br />Environmental Assessment <br />Mitigation — Soils and Geology <br />The Applicant has stated it will restore areas disturbed during construction to their <br />original condition to the extent practicable and to limit ground disturbance wherever <br />possible. Where disturbance and excavation cannot be avoided, it could be minimized <br />using Best Management Practices (BMPs). These may include reseeding of vegetation <br />and use of erosion control blankets and/or silt fence. MnDNR recommends wildlife - <br />friendly erosion control blankets where suitable habitat exists for listed species of <br />amphibians and reptiles. In areas where soils have been compacted, the Applicant could <br />use techniques such as ripping to reduce compaction and avoid future impacts to <br />agricultural crops. <br />Additionally, the Applicant would be required to obtain coverage under the state general <br />permit for storm water discharges associated with construction activities, and to develop <br />a Storm Water Pollution Prevention Plan (SWPPP) prior to the start of construction. The <br />plan is required to outline the BMPs that would be used during construction, especially <br />focusing upon erosion and sediment control. <br />5.2.3. Water Resources <br />The MnDNR divides Minnesota into six groundwater provinces. All of Anoka County <br />falls within the Metro Province, which is described as sand aquifers in generally thick <br />sandy and clayey glacial drift overlaying Precambrian and Paleozoic sandstones, <br />limestone and dolostone aquifers. <br />The Project area lies within the Rum River to Mille Lacs Watershed Planning Unit of the <br />Upper Mississippi River Basin (Figure 8). The Project crosses the Rum River and its <br />associated riparian ecosystem. Consistent with the MnDNR definition of shoreland <br />zones, the riparian area extends 300 feet from each bank of the Rum River. <br />The Rum River is a Minnesota Wild and Scenic River, as defined in Minnesota Rules <br />Chapter 6105. At the proposed crossing of the Rum River, a Type 7 wetland (Wooded <br />swamp) lies to the north of the Bunker Lake Blvd/CSAH 116 bridge and road crossing. <br />Tree clearing in this area would result in impacts to this wetland. <br />The Project also crosses the Rum River floodplain. The Project will require a United <br />States Army Corps of Engineers (Corps) permit under Section 10 of the Rivers and <br />Harbors Act because the transmission line will cross the Rum River, a navigable water of <br />the United States. <br />There are no lakes greater than 10 acres in the vicinity of the Project, so there are no <br />riparian areas associated with lakes. <br />The Rum River is listed as impaired for mercury in the MPCA's draft 2010 list of <br />impaired waters. Section 303(D) of the Federal Clean Water Act requires states to <br />publish, every two years, a list of streams and lakes that are not meeting their designated <br />uses because of excess pollutants (impaired waters). The list, known as the 303(d) list, is <br />based on violations of water quality standards. In Minnesota, the MPCA has jurisdiction <br />over determining 303(d) waters. These waters are described as impaired. <br />44 <br />
