Commissioner Barnes stated that six (6) years ago the City did the plowing but the following
year Mr. Barnes himself started opening up the airport, the City came out for two (2) years
after that - saw it was done - and they left. Last year Mr. Barnes did all the snow removal -
which was costly to his vehicle and he ended up hiring out some of the snowplowing due to
vehicle failure and it was even more costly to him (totalling over $4,000.00).

It was discussed that since the airpod is public - not private - it should be up to the City to
take care of snow removal. Commissioner Barnes stated he'd supply labor if a vehicle was
provided. He also stated he would take care of snow removal after the light snowfalls.

Commissioner Donovan made a molion Commissioner Barnes work out a policy with the
City/Merle Mevissen, Public Work Supervisor, to keep the airport a high priority basis due to
it being a public transportation facility and of service to the community. The motion was
seconded by Commissioner Dahlin.

Chairman Ippel read a letter from Natalie Haas Steflen, Anoka County Commissioner. (See
Attachment C). The letter contained Ms. Steflen's concerns and recommendations that MAC give a
prompt response to the City regarding their intentions to acquire Gateway North.

COMMISSION INPUT

The Commission talked briefly about the Air Traffic Control School, the program at the Vo-Tech,
and the flight team the Tech has. It was also noted that the cities that housed airports seem to
grow and develop more quickly. Chairman Ippel handed out a sheet entitled "Businesses Ask:
How Far to the Airport?" (See Attachment D).

Commissioner Dahlin stated there have been several people expressing a wish for upgrading
Gateway. There was some discussion regarding how upgraded runways would be beneficial to the
City and it's growth, such as possibly hosting flight team events and air shows, etc.

Commissioner Donovan turned in his letter of resignation. The consensus was to accept the
resignation and authorize Ms. McAIoney to advertise for a replacement and send a letter of
appreciation to Commissioner Donovan.

ADJOURNMENT

Motion made by Commissioner Emery seconded by commissioner Donovan 1o adjourn the meeting
at 9:00 p.m.

Motion carried. Voting Yes: Chairman lppel, Commissioners Dahlin, Barnes, Emery and
Donovan. Voting No: None. Absent: Commissioners Chapman, Greenberg and Hanson.

submitted,

Airport Commission/September 13, 1989
