As I indicated
during our conversation, the Metropolitan Airports Commission presently has
requests from both the City of South Saint Paul and the City of Ramsey to
assume ownership and operation of Fleming Field and Gateway North Industrial
Airport respectively.

As you are also aware, the Metropolitan Council currently has a Regional
General Aviation System Study underway attempting to define the future roles
of each of the reliever airports within the metropolitan area. It is anticipated, under the current schedule, that the Council
will complete this work in late 1989 or early 1990.

During the period required by the Metropolitan Council to complete their
study, MAC staff intends to review both Fleming and Gateway North Industrial
Airports in terms of existing physical facilities, plans for future
development of the facilities, the impact of each airport on the surrounding
area, capital development costs associated with future development, and
operating-maintenance costs. Since the existing MAC reliever system is
currently operating at a deficit, the issue of operating-maintenance costs
will be a major factor in this evaluation. We intend, therefore, to look at

The Metropolitan Airports Commission is an ec~ual opportunity employer
OFFICE LOCATIOK--6O40 28ih AVE.
