CASE <br /> <br /> 1989 FEES FOR FIRE CALLS <br />By: Sandra Ashley, Finance Officer <br /> <br />Background: <br /> <br />At the regular Council meeting on January 10, 1989 the Council established the City's 1989 <br />rates for licenses, permits, fees, and services. Included under the Public Safety Catego,'b' is the <br />fee structure for fire calls as follows: <br /> <br />Fire call per run <br />Fire call per 1/2 hour, <br /> after 1st 1/2 hour <br /> <br />$225.00 <br />$75.00 <br /> <br />In practice, the Finance Officer invoices for fire calls at City cost as billed by the Anoka- <br />Champlin or Elk River Fire Departments. This is due to a different rate structure between the <br />two departments as detailed below: <br /> <br />¢~mulative hours: <br /> <br />First O-e 1 -1/2 Two 2-1 ./2 <br />1/2 hr. hour hours hours hours <br /> <br />*Elk River - 1988 $225 $300 $375 $450 $525 <br />Anoka - 1989 $250 $250 $375 $500 $625 <br /> <br />Elk River over <br />(under) Anoka ($25) $50 $0 ($50) ($100) <br /> <br />*We have not as yet received the 1989 contract from Elk River; we expect to receive this <br />shortly. <br /> <br />It appears that the City's rate structure for fire bills is modeled after the Elk River Fire <br />Department's contract. <br /> <br />Observations: <br /> <br />The City's purpose in issuing fire bills is to recover the additional direct costs incurred that <br />have resulted from specific identifiable events. Fire bills invoiced by the City are based upon <br />this additional cost. With different fee structures and periodic contract increases, an annual <br />single fee may not be consistent with the specific event's cost. <br /> <br />Recommendation: <br /> <br />Council Action: <br /> <br />Motion to: <br />Adjust the City's 1989 fee for fire calls to read: "Billable at City cost". <br /> <br /> <br />
