Case

RESOLUTION REGARDING
NO WAKE ALONG THE RUM RIVER
LOWER RUM RIVER F~%/~'AGEMENT ORGANIZATION

By: Pete Raatikka, City Engineer

Background:

On December 13, 1988, The City Council held a public hearing to
establish an ordinance which would have limited the size of
motors and speed for boats operating on the Lower Rum River.
Based on input from that hearing, Council directed me to go back
to the LRRMO and have an ordinance redrafted that would not
affect motor size and establish no wake zones.

At the January 24, 1989 meeting, I presented a new draft of the
ordinance establishing erosion controls and limiting the wake
from boats and waterskiing on the Lower Rum River. City Council
ordered a public hearing on the proposed ordinance for February
14, 1989.

Enclosed are copies of the proposed ordinance and resolution
supporting the ordinance. As you are aware, all three cities
affected by the ordinance (Ramsey, Andover and Anoka) must pass a
resolution supporting the ordinance. Upon adoption of the
resolutions by all three cities, Anoka County will consider
adoption of the ordinance.

Recommendation:

I would recommend that the City Council adopt the resolution to
support an ordinance limiting the wake from boats and waterskiing
on the Lower Rum River to control erosion and to protect the
health, safety and general welfare of the public. The City
Council will have to dete_--mine what areas should be considered
quiet waters based on input from the public hearing.

Council Action:

Motion to:
Resolution ~89-02- a resolution relating to
escablishing erosion and safety concerns and limiting
wakes from boats and waterskiing on the Lower Rum River.

Review Checklist:

City Administrator
city Attorney
city Engineer
Community Development Dir.

Chief of Police
Finance Officer
Public Works Supt.
Other
