Banwart, Comrn,m{ty Development Director <br /> <br />At the November 16, 1988 Council meeting, Mayor Reimann stated that he heard <br />complaints of long voting lines at Precincts 1 and 3 and directed the Community <br />Development Director to research population numbers in all the precincts to <br />determine whether the boundaries need adjusting or polling places need to be <br />expanded. <br /> <br />Observation~ <br /> <br />According to State Statute, cities cannot make changes in precinct boundaries <br />between January 1, 1987 and January 1, 1992, except that a City may establish <br />new precincts if they lie entirely within the outer boundaries of the old precinct. <br />The names of the new precincts must include the n~me of the former precinct. <br /> <br />In discussions with election officials, there was a stated need to acquire 20 <br />additional voting booths, 25 votomatic machines, and two demo machines. <br />Discussion also included the possible modifications to precinct lines and <br />identification of additional polling places. <br /> <br />Recommendation: <br /> <br />Staff recommends that Precinct 3 be divided into Precincts 3A and 3B using the <br />existing Elk River School District/Anoka-Hennepin School District boundary. <br />Precinct 3A would use the new Central Park Park Center and Precinct 3B would <br />use the St. Anthony Gun Club. <br /> <br />Precinct 2 would remain unchanged. <br /> <br />Precinct 1 would be changed to Precincts lA and lB. The dividing line would be <br />Sunfish Lake Boulevard Northwest (County Road No. 57).
