Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #89-02- RESOLUTION ENTERING INTO A JOINT POWERS AGREEMENT WITH THE NORTHERN MAYOR'S ASSOCIATION FOR THE IMPLEMENTATION OF A PUBLIC RELATIONS AND MARKETING PLAN WHEREAS, Minnesota Statutes Section 471.59 authorizes two or more governmental units to enter into an agreement for a joint and cooperative exercise of any power common to the contracting parties; and WHEREAS, the assembly and dissemination of information concerning the northern suburbs and the promotion of economic development within the northern suburbs through the implementation of a public relations and marketing plan and related governmental relations activities serves the agency by enhancing the economy and general welfare of the norlhern suburbs and the community in which the City is located. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CiTY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1 ) That the Mayor and City Administrator are hereby authorized to enter into a joint powers agreement with the Northern Mayor's Association and payment of $4,507.00 is hereby authorized for the purpose of implementation of a public relations and marketing plan. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained: and the following were absent: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 14th day of February, 1989.
