CASE #8 <br /> <br />REVIEW STATUS OF LANDFILL ADVISORY COMMISSION <br /> By: Dave Hartley, City Administrator <br /> <br />Background: <br /> <br />When the Landfill Advisory Commission was first formed, its purpose was to deal with the <br />issues Ramsey was faced with by being a hosl community to a regional iandfiii. These issues <br />include, but are not limited <br /> <br />1) <br />2) <br />3) <br />4) <br />5) <br />6) <br />7) <br />8) <br /> <br />Future uses of the landfill <br />Methane gas uses <br />Landfill Trust Fund issues <br />Site "P" issues <br />Buffer areas to the existing landfill <br />Waste Management of Minnesota, Inc. issues <br />Legislative lobbing and issues <br />Environmental monitoring/testing <br /> <br />The Landfill Advisory Commission has had three scheduled meetings since January 1, 1989. Of <br />these three meetings, the Commission had a quorum present on only one occasion. The lack of <br />attendance at regularly scheduled meetings has become a serious problem and has caused the <br />Commission 1o fall behind in the planning of next year's projects. <br /> <br />The Keep America Beautiful Program, during the same time, has grown and is planning many of <br />the events formerly handled by the Landfill Advisory Commission. Some of these include <br />Ramsey Clean-up Day, community education on recycling, the reduction of litter in Ramsey, and <br />the improvement of the quality of life in Ramsey as a whole. <br /> <br />Recommendation: <br /> <br />Because the objectives of both of these Commissions overlap, it is suggested that they be <br />combined as one Committee. The Landfill Advisory Commission's name would be changed to the <br />Solid Waste Issues Committee and become a subcommittee of the Keep America Beautiful <br />Committee. A combination of this type would allow the new subcommittee to draw on the <br />resources of the National Keep America Beautiful Organization. <br /> <br />If the City Council agrees with this recommendation, Staff will prepare the appropriate <br />ordinance amendments. <br /> <br />Review Checklist: <br /> <br />City Administrator ..X <br />City Attorney <br />City Engineer <br />Community Development Director .. <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Superintendent <br />Project Manager <br /> <br /> <br />
