CASE <br /> <br />DESIGNATION OF DISEASED TREE CONTROL AREA <br />By: Mark S. Banwart, Community Development Director <br /> <br />On June 14, 1988, Ramsay City Council adopted Ordinance #88-3, establishing City policy relating <br />to the control of diseased trees within the City of Ramsey. That policy provides that enforcement <br />will take place in specified control zones. <br /> <br />At the time of adoption, the City Council recognized that it had not established control zones and <br />requested that Bruce Bacon, City Tree Inspector recommend specific areas where control is <br />necessary. For your information, the following items are enclosed: <br /> <br />Ordinance #88-3: City Code 110.20 Tree Diseases <br />1989 Diseased Tree Control Area Map <br /> <br />Observations: <br /> <br />Staff has reviewed the condition of various tree types (e.g., oak, elm and pine) as they relate to <br />Ordinance #88-3. The Tree Inspector has determined that the area within the MUSA boundary <br />should be considered as the initial Diseased Tree Control Area. Furthermore, the Tree Inspector <br />has participated in a neighborhood meeting (December 1988) with the North Fork Homeowners <br />Association and they have indicated their interest in developing a neighborhood diseased tree <br />contro} plan. In addition, on February 16, 1989, the City of Ramsay was awarded funding for a <br />Decentralized Brush Chipping Demonstration Program by Metropolitan Council. <br /> <br />Rccommenrlntions: <br /> <br />Staff recommends that the area within the MUSA boundary and the North Fork P.U.D. be <br />designated as the 1989 Diseased Tree Control Area. Furthermore, staff recommends that <br />neighborhoods participating in its Ramsey Decentralized Brush Chipping Program can be added <br />to the Diseased Tree Control Area. <br /> <br />Council Action: <br /> <br />Motion to establish/not establish the area within the MUSA boundary and North Fork P.U.D.; as <br />well as selected neighborhoods participating in the Ramsay Decentralized Brush Chipping <br />Demonstration Program, to be determined by the Community Development Department, as the <br />1989 Diseased Tree Control Area. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />City Attorney <br />City Engineer <br />Community Development Director <br /> <br />Chief of Police <br />Finance Officer <br />Tree Inspector X <br />Project Manager X <br /> <br /> <br />
