-2- The licensee shall, by July l, 1989, submit a plan acceptable to the Department which provides for the receivinq and non-landfill 'manaqement of the followinq: Yard waste from individuals by September ), 1989. Yard waste from haulers by January ], ]990. Brush and tree trimminqs by July ], ]990. White qoods by S~ptember ], 1989. Waste motor oil by January 1, ]990. Spent lead acid batteries by January ], ]990. individual recyclable drop-off service by September ], ]9B9. The failure of the County at any time to require performance by the licensee of any provisions of the ordinance or these license conditions shall in no way affect the rieht of the County thereafter to enforce the same. Nor shall waiver by the County of any breach of any of the ordinance or license provisions be taken or held to be a waiver of any succeedinq breach of such provision or as a waiver of any provision itself. If any provision of this license shall be declared void or unenforceable. the other provisions shall not be affected, but shall remain in full force 11. and effect. The County specifically reserves the rioht to amend, suspend or revoke this license consistent with applicable law as reasonably required to protect the public health, safety and welfare and the environment. WAIVERS The.provisions of Section I. subsection 8 are waived to permit the use of araded compacted water treatment plant time studae as an intermediate cover, because it is a temporary use and would reduce leachate aeneration. conditioned upon the foltowina: a_~. The lime sludoe will be applied over daily cover. b__~. The use shall be limited to areas drainino away from refuse fill. The intermediate lime sludoe cover will be removed prior to further filtinQ. Surface drainaoe will be controlled to prevent discharoe into or onto areas not protected by final cover.
