-3- <br /> <br />do <br /> <br />The Department may accept, in lieu of the requirements of Section I, subd. <br />25 of the Solid Waste Ordinance, a final cover meeting the following <br />criteria, because it will provide equal or better turf maintenance <br />conditions: <br /> <br />a. Twelve inches of lower horizon soil as required by the-Ordinance. <br /> <br />Middle horizon soil consisting of eleven inches of compacted native <br />top soil containing no more than 90% sand. <br /> <br />Seven inches of compacted upper horizon soil containing no more than <br />65% sand. <br /> <br />The period of time from commencement of middle horizon soil placement <br />until completion of seeding shall not exceed 30 days. The licensee <br />shall maintain sufficient soil moisture to facilitate fastest possible <br />seed germination and turf development. <br /> <br />The provisions of Section V, subsection 2. K. are waived to extend, until <br />September 1. ]990: the application of final cover on those areas reachino <br /> <br />final elevation prior to June 30. !990. in order to complete the final <br />cover testino proaram for the remedial action, subject to the followino <br />conditions: <br /> <br />Compliance with the interim final cover set forth in the vertical <br /> <br /> expansion addendum. <br /> <br />b_~. Submission of the final cover testina reoort by April 30. 1990. <br /> <br />The provisions of Section V. subsection 5 are waived to permit site closure <br /> <br />notice publication in only the Anoka County Union. Anoka Union Shopper. <br /> <br />and the Minneapolis Star Tribune since the bulk of the individuals likely <br /> <br />to use the site would be reached by these publications. <br /> <br /> <br />
