-5- <br /> <br />Methane Recovery Project. The licensee shall be responsible for the <br />monitoring and control of, and remedial action for, soil methane <br />migration. The licensee shall monitor and report soil methane <br />migration from probes related to this project in the same manner and <br />frequency as generally required for the entire landfill. Soil methane <br />monitoring probes shall be maintained at 100 feet and 250 feet north <br />of the north property line approximately 450 feet east of the blower <br />building. Remedial soil methane migration action will be taken <br />whenever the soil methane concentration reaches the LEL at the 250 <br />foot monitoring probe identified above or causes vegetation stress. <br />No project activity shall adversely affect landfill operations or <br />maintenance. <br /> <br />The licensee's reuse of salvaqed existino final cover shall be subject to <br /> <br />the ~ollowino: <br /> <br />a_~. Stockpilinq separate from other soil stockpiles. <br /> <br />b_. Testino and evaluation before reuse to determine compliance with <br /> <br /> ordinance requirements. <br /> <br />The licensee shall ,operate and restore all borrow areas as set forth in <br />licensee's enoineer's correspondence of July 23~ 1987. - <br /> <br />The licensee shall provide ski area finel cover of Qreater depth and/or <br /> <br />better oualitv of soil if the turf in this area is stressed so that an <br /> <br />adequate turf is not maintained. <br /> <br />Existina tree and around cover in the borrow and buffer areas shall be <br /> <br />preserved bv the licensee to the extent feasible, and maintained and <br /> <br />supplemented by selected cuttino, transptantino and replantino of trees, <br />shrubs and other eround cover atona all set back areas. <br /> <br />Dust and litter created by landfill or borrow activities shall be <br /> <br />controlled by, aopropriate means by the licensee. If it is not possible <br />to control the dust or litter on any oiven day, the operation shall cease <br />until it can be controlled. If, in the opinion of the Department, the dust <br /> <br />or litter crested bv the operation is excessive, the operation shall cease <br />until the problem is abated. <br /> <br />The licensee shall conduct all aradino and borrow haulino o~erations so <br /> <br />as to minimize noise, safety~ and dust concerns to adjacent residential <br />properties. <br /> <br />jO~ The licensee shall store stockpiled cover material at a heieht of not <br /> oreater than ]0 feet with adeouate erosion, sedimentation, and dust control <br /> <br />me2sures in Diace to assure that there is no pollution of any water body <br />or water course, health hazard or nuisance, No more than 50.000 cubic <br /> <br />v~rds of material may be stockpiled at any one time on each of the East <br /> <br /> <br />
