Borrow Areas as depicted in the North 80 Borrow Area plan dated <br />October, !988. <br /> <br />The licensee shall surface reclaimed araded or borrow areas with soil of <br /> <br />]3: <br /> <br />!4. <br /> <br />a quality as would be conducive to qood turf establishment. Such required <br />topsoil shall be planted with lequmes and qrasses. Such plantinq shall <br />be adequate to control soil erosion. <br /> <br />The licensee shall maintain, within the borrow areas, a minimum separation <br />of 6 feet between the hiqhest water table and the bottom of the excavation. <br /> <br />The licensee shall place no appurtenances or structures on the subject <br />Dropertv which exceed an elevation of ~020' MSL. Final slopes for the <br /> <br />Vertical Expansion will be a maximum of twenty-five percent (~5%). <br /> <br />The licensee shall inspect and maintain all equipment and vehicles utilized <br />at the facility to minimize noise. Applicable state standards for noise <br />~ollution may not be exceeded by the operation, equipment, vehicles or <br />machinery. <br /> <br />~5. The licensee shall cause all surface and around waters dischareed from the <br /> <br />site, at its point of departure from the landfill site, to meet all <br />3pplicable federal and state water aualit¥ standards and shall perform any <br />water treatment necessary to comply with said standards. .. <br /> <br />MONITORING <br /> <br />The licensee shall conduct a water monitoring program as set forth in <br />the Department's policy statement "Procedures for Landfill Water <br />Monitoring." <br /> <br />2. ~.. The licensee shall conduct Phase II monitoring at Wells lA, 2A, 7, 8, <br /> and 9. This monitoring to include all Phase II requirements at the July <br /> sampling event. At the other two sampling events during the license <br /> year, analysis for Table II.metals and vol-ati!e organic ~om~ounds shall <br /> be performe~. If any additional Phase II parameters, beyond Table ~I <br /> metals and volatile organic compounds, are identified in the July <br /> sampling, they shall be included in the analysis of the subsequent <br /> October and ~pril sampling events. <br /> <br />3. ~ The licensee shall use a volatile organic compound analysis method which <br /> produces minimum detection limits at least as low as those associated <br /> with method 524.1. <br /> <br />The licensee shall prepare and submit to the County, by September 1, <br />1988, a Franconia a~uifer monitoring plan. Such plan shall include, at <br />a minimum, Franconia wells placed near the down gradient edge of the <br />contaminant plume at the "BB" level, and specifications for welt <br />construction, sampling frequency, and the parameters to be measured. <br />Implementation of the plan shall be accomplished within 60 days of County <br />approval of the plan. <br /> <br /> <br />
