Hutchinson <br />Director of Environmental Services <br />Anoka County Courthouse <br />Anoka, MN 55303 <br /> <br />Re: <br /> <br />county Licensing Requirements for <br />W~MI's Waste Tire Processing Facility <br /> <br />Dear Mr. Hutchinson: <br /> <br />We have reviewed the draft licensing requirements for the above <br />referenced project transmitted in your Pebruary 28, 1989 letter and <br />offer the following comments regarding the waste tire facility. <br />Comments on the landfill will be forthcoming. <br /> <br />Site (2). The City has limited the height of tires being stored <br />to 10' rather than 11'. The basis of the height restriction is <br />primarily for safety reasons and secondarily for aesthetics. The <br />City's draft conditions for the CUP also require that tires be <br />stored in three separate piles each separated from the other with <br />50' fire lanes. In order to allow WM/~I adequate capacity, however, <br />the City's Conditions allow them to expand the storage area to <br />200'x200' rather than 100'xl00'. The CUP for the processing <br />facility allows for a 2.0 acre site rather than 1.2 acres as stated <br />in the County license conditions. <br /> <br />Site (3). We endorse this condition. <br /> <br />Site (12). Noise control must comply with City performance <br />standards which are stipulated in Section 170.017 of the City Code. <br />Specifically, at the property line of the Parcel of Record noise <br />may not exceed 58dba when abutting residential areas (north, west, <br />east) and 73dba when abutting non-residential districts (south). <br /> <br /> <br />
