Planning Commissioner moved the recommendation to City <br />Council of the following Findings of Fact: <br /> <br /> FINDINGS OF FACT <br />WMMI - WASTE TIRE PROCESSING/MANUFACTURING FACILITY <br /> FOR A CONDITIONAL USE PERMIT <br /> MARCH 7, 1989 <br /> <br />That Waste Management of Minnesota, Inc. ("WM~4I") has applied to <br />the City of Ramsey ("City") for a conditional use permit ("CUP") <br />and site plan approval to allow the following use: <br /> <br />Use land currently zoned Industrial (I-l) for a waste tire <br />processing manufacturing facility permitting the storage of <br />up to 70,000 waste tires at any one time on that certain <br />property legally described as follows, to wit: <br /> <br />The South Half of the Southeast Quarter of Section 22, <br />Township 32, Range 25, Anoka County, Minnesota (hereinafter <br />("parcel of record"). <br /> <br />That the Parcel of Record on which the proposed waste tire <br />facility is located is 80 acres in size and that the actual site <br />for the proposed Waste Tire processing facility is proposed to be <br />approximately two acres in size located within the parcel of <br />record as generally shown on Exhibit A (Figure 1) and more ~speci- <br />fically shown on Exhibit B (Figure 2) (hereinafter "the site"). <br /> <br />That WMNI appeared before the Ramsey Planning and Zoning <br />Commission for a public hearing pursuant to Section 170.013D of <br />the Ramsey City Code on March 7, 1989 and that said public hearing <br />was properly advertised. Notice of said public hearing was <br />published in the City's legal newspaper, Anoka County Union, <br />February 24, 1989 and mailed notices of the public hearing were <br />sent at least ten days prior to the public hearing to property <br />owners within 350 feet of the outer boundaries of the property in <br />question. <br /> <br />That minutes of the public hearing are attached hereto and <br />incorporated herein as if fully set forth at this point. <br /> <br />That at the public hearing W~I made a presentation describing its <br />proposed project which WMMi stated is consistent with the elements <br />previously described in fact number 1 herein. <br /> <br />That at the public hearing all me~ers cf the public who desired <br />to testify were given that opportunity. <br /> <br />That Wq~MI submitted plans entitled and dated as follows: <br /> <br />Figure 1, site Location Map <br />Figure 2, Facility Map <br /> <br />November, 1988 <br />November, 1988 <br /> <br />1 <br /> <br /> <br />
