Case #4: <br /> <br />WItlSPERING PINES OUTDOOR REQUEST FOR SITE PLAN APPROVAL: <br />CASE OF JON R. HANSON <br /> By: Mark S. Banwart, Community Development Director <br /> <br />Background: <br /> <br />Jon Hanson is proposing to construct an indoor archery and bait store to be located on Lot 2, <br />Block I in Riverside West Addition. Although located on State Highway 10, road access would <br />be provided on 138th Avenue Northwest. The structure would have the dimensions of 60' x 120' <br />and be constructed of architectural "A" panels and cedar lap siding and battens. The business <br />would employ approximately 4 employees. The structure would be located in an urban service <br />area (sewer and water) and is in the B-1 Business District zoned. For your information, attached <br />are the following items: <br /> <br />B. <br />C. <br />D. <br />E. <br /> <br />Site location map <br />Applicant comments <br />City Engineer's review (January 31, 1989) <br />City Engineer's review (February 28, 1989) <br />Proposed Development Agreement (available at meeting) <br /> <br />Observations: <br /> <br />On February 7, 1989, the Ramsey Planning and Zoning Commission tabled action on Mr. <br />Hanson's request for site plan review until the regular meeting in March. In the interim, the City <br />Engineer should perform calculations to determine whether or not exterior walls meet City Code <br />requirements. Staff has reviewed the resubmitted plans and they do meet City Code requirements <br />for exterior walls (50% brick). On March 7, 1989, the Planning and Zoning Commission <br />recommended site plan approval with the following conditions: <br /> <br />Providing plans certified by an architect. <br />Granting a 35' setback from Highway #10 in order to be consistent with <br />surrounding structures. <br />Obtaining a permit from Mn/DOT for drainage to Highway #10 <br /> <br />The applicant has requested that the 50' setback from Highway 10 be reduced to 35' in order to be <br />consistent with structures on either side of the proposed site plan. <br /> <br />Recommendations: <br /> <br />Staff recommends site plan approval contingent upon meeting City Engineer's comments (letter <br />dated Februa_D, 28, 1989).
