CASE ~ 7 <br /> <br />UPDATE ON RIVER'S BEND PARK SOUTH DEVELOPMENT <br /> IMPROVEMENT PROJECT 89-1 <br /> <br />By: Merland Otto <br /> <br />city Council approved advertising for bids on February 28, 1989 for <br />the above referenced project. Bid ads have been published with <br />bids to be received March 27. <br /> <br />Council has requested that they be kept informed of the status due <br />to the problems with DNR and Corp of Engineer permits and the <br />County's reluctance to approve any access road other than under the <br />bridge. <br /> <br />I have spoken with Joe Yantas of the Corp of Engineers who is <br />heading up the environmental review for both park improvements and <br />the Co. 116 bridge crossing. On March 3, he informed me that they <br />had not as yet made a formal recommendation but that they were <br />leaning towards requiring the County to provide the City access to <br />the south side of the park via the original proposed alignment. <br />As an alternative, they would recommend shifting the Co. 116 <br />alignment to the north through the currently developed park. He <br />had not received final comments from the DNR and USFWS. ~ <br /> <br />I spoke with him again on March 8. He informed me that final <br />drafts of the decision documents for both the park and the bridge <br />should be completed within a day or so. A final decision should <br />then be rendered by the 17th. His recommendation is to deny the <br />alternate alignment that Anoka County indicated. He has discussed <br />this with Jon Olson at Anoka County Highway Dept. <br /> <br />In short, plans are out for bids based on the alignment which the <br />Corp of Engineers, USFWS and DNR have indicated they would approve. <br />The County has not approved this alignment but may be required by <br /> <br />the review agencies to provide. <br /> <br /> <br />
