CASE # 8 <br /> <br />RESPONSE TO LANDFILL SITING PROCESS <br /> By: Dave Hartley, City Administrator <br /> <br />Background: <br /> <br />As mosl of you know, Site "P" is a location in the City of Ramsey where Anoka County is <br />considering establishing a new landfill. There are three such siles in the County of Anoka and <br />the siting process is currently underway. Being prepared at this time is an Environmental <br />Impact Statement (ELS) for the three sites in Anoka County. Prior to beginning the ElS, a <br />scoping document was prepared and the City of Ramsey commented on that scoping document <br />indicating what we felt should be included in the ElS. <br /> <br />We are now receiving documents that represent parts of the ElS and are being asked to review <br />these documents. This review involves the technical determination that the studies are complete <br />and addresses the issues which the City of Ramsey has raised in the past. To complete this <br />review the City of Ramsey must look to professionals in the fields of solid waste, hydrogeologic <br />engineering, and environmental engineering. Some, but not all, of the costs associated with this <br />review may be reimbursed by the Metropolitan Council. <br /> <br />More importantly, Staff needs your direction on a general position to take regarding Site "P" in <br />the City of Ramsey. That is, should the City of Ramsey continue to oppose the siting of an <br />additional landfill in the City of Ramsey or should we take a more passive response to this siting <br />process. In the past, City Councils have instructed Staff to oppose such siting and we have'done <br />so wilh greal vigor. However, we are not sure at this time if this is consistent with the wishes <br />of the City Council and would like a clarification. <br /> <br />Enclosed is a proposal from Wenck Associates, Inc. which indicates thal their estimale of costs <br />necessary to properly review this document is $3,600. <br /> <br />Council action will be discussion regarding the City's position on Site "P". <br /> Council Action: <br /> <br />Motion to: <br />Authorize Wenck Associates, Inc. to complete a review of certain documentation <br />relating to the Environmental Impact Statement for landfill sites in Anoka County. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />City Attorney <br />City Engineer <br />Community Development Director <br /> <br />X <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Superintendent <br /> <br />1'72. <br /> <br /> <br />
