Councilmember Sorteberg introduced the following resolution and moved for its adoption: RESOLUTION #88-241 RESOLUTION ESTABLISHING CRITERIA FOR THE ISSUANCE OF OFF-SALE LIQUOR LICENSES WHEREAS, it is the policy of the City Council of Ramsey, Minnesota to regulate only the location and size of off-sale liquor operations; and WHEREAS, an additional off-sale liquor license will be available for issuance on April 9, 1989; and WHEREAS, previous City Council policy on issuing liquor licenses is not changed by this resolution, but clarified as it relates to the issuance of an additional off-sale license. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1 ) Ail information required by ordinance and necessary to complete the needed investigation must be made available to the Chief of Police before 5:00 p.m. on March 9, 1989. 2 ) All required escrows must be established and all required fees must be paid before any investigation will commence. 3 ) No applicant shall apply if the applicant is disqualified by any of the provisions of the City's ordinance regulating the licensing of the sale of intoxicating liquors and wine. 4 ) The applicant must be the owner-operator of the facility. BE IT FURTHER RESOLVED that the following criteria shall govern the Council's issuance of an additional off-sale intoxicating liquor license: 1 ) The facility must be located in the designated Urban Area of Ramsey.. 2 ) The facility must not be within 2,000 feet of another off-sale intoxicating liquor establishment. 3) The building must provide a minimum of 4,000 square fee of merchandise floor space. 4 ) The building must meet all current building code, fire code, and safety requirements of the City of Ramsey. 5 ) All parking areas must be paved and marked.
