PLANNING AND ZONING COMMISSION <br />PUBL1C ttEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Tuesday, <br />April 4, 1989 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding Mr. Daniel Karst, Jr.'s request for a conditional use permit to operate <br />an aluminum processing facility in the I-1 Industrial District. <br /> <br />Members Present: <br /> <br />Also Preseht: <br /> <br />I~. Karst, was present and stated that at this <br />time, Mr. Karst is requesting a conditional use pennit to operate an alurrfinum processing <br />facility in the I-1 Industrial District. After the conditional use permit process is complete, <br />he will return to the City for a site plan review which will address the proposed <br />improvements to the prope~, in detail. <br /> <br />Ms. Watson explained that the aluminum processing includes taking scrap from industrial <br />locations, aluminum pickings from landfills and aluminum parts from automobile <br />transmissions and en~nes and melting them down. The disassembly of-parts will take <br />place at the Hassan Township facility and the melt down would occur at the Ramsey <br />fac/liD'. The melt down facili~ Mil be operated ~d~ a bagger hou~ to remove pm-'ficulates <br />from the fa'hate emissions. The metal addition to the existing building in Ramsey would <br />be removed and replaced with a concrete block expansion of the building. After <br />down, the residue from the furnace that has not been melted off is then run through an <br />electro ma~etic crane where the steel and iron is sepm'ated. The remainder of the residue <br />will ~ shipp~ off site for fuxher processkng. Eventually, the recvcl~ aluminum will be <br />usM to manufacture pa-rs on site.
