Ms. Watson stated that Mr. Karst is committed to operating his business in the most
environmentally safe wa), possible. The lype of sen'ice M.r. Karst provides is a step atx~ve
and the answer to junk yards. The feedstock brought to the facility will only be on site 3-4
days and then shipped off site. It is estimated that there will be 6 trucks per da), visiting the
site. The furnace operations will not create noise; there is some noise created by the crane
operations but it is not a consistent noise. There are no odors associated with the operation
of the furnace. The feedstock brought to the site by m.~cks is too heavy to fall off and litter
roadways. Reports indicate that there are no visible emissions from the furnace as it is
currently operated and even less emissions will be realized with the addition of a bagger
house. The furnace is not of a size that would require EPA and MPCA permitting. Mr.
Karst is willing to annual]), test the emissions from the furnace operation. Oil drippings is
a concern at the Hassan facility as that is where the parts are disassembled; by the time the
parts arrive at the Ramsey facility there will only be a off residue on the surface of the parts.
There are no plans to process ,,,,,ire at the facility.

Ms. Watson stated that Mr. Karst has been located at the Hassan facility for one .',,ear and
has made significant improvements to the property. Mr. Karst is commited to making
improvements to the Ramsey property as well which include hardsurfacing, landscaping,
screening and bringing the building up to code. Mr. Karst locating at the former Oftedahl
facility will create jobs and free up economic development revolving loan funds for other
tlSeS.

Commissioner Holm inquired as to why Mr. Karson is splitting his operation into two
loc~ations.

Mr. Karst replied that he has other plans for expanding the Hassan operation that do not
include sufficient room for the melt down operations; it is more econorrfical to relocate the
melt down opeadon to an existing building rather than building a new faciii~,.

ADJOURNMENT

Motion by Commissioner LaDue and second~ by Hen&dksen to adjou:'n the public
hearing.

Motion carried.
