FINDINGS OF FACT <br /> <br /> Windemere Woods <br />Environmental Assessment Worksheet <br /> <br />The City of Ramsey proposes to develop Windemere Woods which is a <br />single family residential development requiring the construction <br />of municipal utilities. An Environmental Assessment Worksheet <br />(EAW) has been prepared pursuant to 6 MCAR 3.038 the EAW and other <br />pertinent information have been reviewed in accordance with 6 MCAR <br />3.028D to determine whether the project has the potential for <br />significant environmental effects. The findings and conclusion of <br />that review are contained in this document. References are cited <br />in brackets at the end of each section. <br /> <br />I. TYPE, EXTENT AND REVERSIBILITY OF ENVIRONMENTAL EFFECTS <br /> <br />A. Project Size and Cost <br /> <br />The proposal project area is 37 acres and is located in the <br />southeast corner of the City of Ramsey. The development <br />includes 50 single family residential units. The estimated <br />cost of the site development including utilities and excluding <br />structures is estimated to be $530,000 (EAW). <br /> <br />B. Permits and Approvals <br /> <br />Permits and approvals required for the project are MPCA Sewer <br />Extension Permit, DNR appropriation of waters for dewatering <br />purposes, Minnesota Department of Health Plan Approval, FfWCC <br />permit for sewer extensions, DN!Rpermit to alter a wetland and <br />U.S. Army Corps of Engineers pe~--mit to alter a wetland (EAW). <br /> <br />C. Land Use and Local Plans and Ordinances <br /> <br />The proposed plat is located in the 1990 Urban Area of the <br /> ~h the proposed land use, <br />City. The project is consistent '~ <br />the City's Comprehensive Plan and the City's subdivision <br />ordinance. <br /> <br />D. Topography, Soils and Geolo~y <br /> <br />The topography on the project is rolling, ranging in elevation <br />from approximately 855 to 880 feet above sea level. The soils <br />on the project site consist of Due!n loamy coarse sand, Nymore <br />!oa~v sand and ~-~ The ~=~, ~ ~ area consists of 130 <br />feet of glacial drift, 30 feet cf the St. Lawrence forr~ation, <br />220 feet of the Franconia Fo~.ation, 50 feet~~~= the i~-c.nto~. <br />Ga!esvii!e fcrr~ation underlain by the Eau Claire, Mt.
