E. Ground Water <br /> <br />Based on pond levels in the area, ground water will be <br />encountered during the construction of public utilities. The <br />EAW states that groundwater varies from 10 to 20 feet. <br />Consequently, dewatering will be required during construction <br />using wells, well points, sump pumps and deep wells. Once the <br />project is complete, ground water levels will return to <br />normal. Ground water quality should not be affected by this <br />project since the ground water will exert a positive pressure <br />on the proposed sewers and seep into them rather than have the <br />wastewater seep out. Infiltration rates will be limited to <br />100 gallons/day/inch of diameter/mile. (EAW and City's <br />Comprehensive Sewer Plan.) <br /> <br />Shorelands, Floodplains, Wetlands and Rivers <br /> <br />The development encompasses parts of two shorelands which are <br />also protected wetlands No. 2-114 and No. 2-116. Wetland <br />No. 2-116 is proposed to be altered. A permit to alter the <br />wetland has been obtained from the DNR. The developer is also <br />proposing to provide a buffer between the lots and the wetland <br />which will provide a habitat for wildlife and minimize the <br />impact of the development. (Comments to EAW and EAW) <br /> <br />Surface Water Quality <br /> <br />Disposal of wastewater from the project will be made through <br />the Ramsey sewer system and the MWCC interceptors with <br />treatment at the Anoka Treatment Plant. At the time the Anoka <br />Treatment Plant is phased out, wastewater will be diverted to <br />the MWCC Treatment Plant in St. Paul (Pig's Eye). <br /> <br />Surface water runoff from the project will flow into both <br />wetland No. 2-114W and No. 2-i!6W. The wetland will serve as <br />a storm water holding pond for the sto~--mwater. It is also <br />proposed to increase the capacity of wetland No. 2-116W by 500 <br />cubic yards. Erosion control fences will be placed along the <br />downslope sides of all disturbed areas and all disturbed areas <br />will be seeded. (EAW) <br /> <br />Air Quality and Noise <br /> <br />Dust control measures will be used when needed. The local <br />noise control ordinances of Ramsey will be complied with. <br /> <br />Solid and Hazardous Waste <br /> <br />This project is ~ Residential Deveiooment and wi!! n ~ <br />cenerate~ any. hazardous waste.
