FINDINGS OF FACT <br /> <br /> Chestnut Hills <br />Environmental Assessment Worksheet <br /> <br />The City of Ramsey proposes to develop Chestnut Hills which is a <br />single family residential development requiring the construction <br />of municipal utilities. An Environmental Assessment Worksheet <br />(EAW) has been prepared pursuant to 6 MCAR 3.038 the EAW and other <br />pertinent information have been reviewed in accordance with 6 MCAR <br />3.028D to determine whether the project has the potential for <br />significant environmental effects. The findings and conclusion of <br />that review are contained in this document. References are cited <br />in brackets at the end of each section. <br /> <br />I. TYPE, EXTENT AND REVERSIBILITY OF ENVIRONMENTAL EFFECTS <br /> <br />A. Project Size and Cost <br /> <br />The proposal project area is 55.8 acres and is located in the <br />southeast corner of the City of Ramsey. The development <br />includes 102 single family residential units. The estimated <br />cost of the site development including utilities and excluding <br />structures is estimated to be $918,000 (EAW). <br /> <br />B. Permits and Approvals <br /> <br />Permits and approvals required for the project are MPCA Sewer <br />Extension Permit, DNR appropriation of waters for dewatering <br />purposes, Minnesota Department of Health Plan Approval, MWCC <br />permit for sewer extensions, DNIR permit to alter a wetland and <br />U.S. Army Corps of Engineers permit to alter a wetland (EAW). <br /> <br />C. Land Use and Local Plans and Ordinances <br /> <br />The proposed plat is not located in the 1990 Urban Area of the <br />City. Therefore, final approval of the project will be <br />contingent on the Metropolitan Council ex-panding the MUSA <br />boundary to include this plat. The project is consistent with <br />the proposed land use, the City's Comprehensive Plan and the <br />city's subdivision ordinance. <br /> <br />D. Topography, Soils and Geology <br /> <br />The topography on the project is rolling, ranging in elevation <br />from approximately 858 to 884 feet above sea level. The soils <br />on the project site consist of Hubbard coarse sand, N}~ore <br />loamy sand and Marsh. The geology in the area consists cf 130 <br />feet of qlacia! drift, 30 feet of the St. Lawrence fc:nr.~ation, <br />220 feet of the Franconia Formation, 50 =~=+ ~= ~ ~on~cn <br />Ga!esvi!!e for~.~aticn underlain by the Eau Claire, ~:t.
