CASE # 19 PROPOSED PARKS DEDICATION ORDINANCE By: Merland Otto Background: On February 22, 1989 a joint workshop session was held which included the city Council, Planning and Zoning Commission, Parks and Recreation Commission and Economic Development Commission. A draft of a new parks dedication ordinance was presented and discussed. The draft ordinance has been revised based on discussion at that meeting and/or subsequent research. The revised ordinance is included in the agenda package with proposed additions underlined, proposed deletions with strike outs and those under discussion for change in bold type. The revised ordinance was presented and discussed at the 4/13/89 Parks and Recreation Commission meeting. Several changes and suggestions resulted from this meeting. Among those changes discussed at the Parks Com~.ission meeting were: Page Topic Proposal 2 2 2 3 4 5&6 Reference to standard 5% vs. 10% Gross vs. net area Paragraph A Fee per dwelling unit Credits for dedication except scenic easements & trails Delete Council decision Gross area Delete until park system plan completed then amend in Possibly put on a maximum cap Delete Recommendation: That the City Council set up a joint meeting with the Parks and Recreation Com~..ission and Planning and Zoning Com~ission to review a final draft ordinance prior to introduction. Council Action: Motion to: !~r~ion to establish a meeting date of May__, 1989 to review a final draft cf the prcposed park dedicauion ordinance.
