IkEVI~W DRAFT SWI1VIMLNG POOL AND SPA ORDLNANCE
By: Glyn IL Huff, Building Official

Backgrounch

There is an increasing number of residential swimming pools and spas being
constructed within the City of Ramsey. Swimming pools and spas are inherently
dangerous unless properly secured. They can also be considered a nuisance by
neighbors if certain zoning requirements are not followed during and after
construction. Our current s~dmming pool regulation is addressed on page 31
(City Code 170.015G) and consists of one para~aph:

Every private inground swimming pool or commercial fishing pond shall
be enclosed by a fence or wall not less than four (4') feet high to prevent
uncontrolled access by small children.

For 3, our information, the follo~dng item is enclosed:

A. Proposed Swimming Pool and Spa Ordinance (available at meeting)

Observations:

With a more comprehensive pooD'spa ordinance, the CiW ,may be able to protect the
property owner by placing the pool or spa in such a way that would not interfere
~Dth accessibility to utilities on the property. By controlling placement of the pool
or spa on a lot the City zDll positively contribute to the health, welfare and qualiw
of life of/ts citizens.

Recommendations:

Staff recommends that the Planning and Zoning Commission ad~dse City Council
to direct the Planning and Zoning Commission to conduct a public hearing for the
adoption the Pool and Spa Ordinance.

Commission Action-'

Motion to recommend/not recommend that. the City Council direct the PtanrDng
and Zoning Commission to conduct a public heating for the possible adoption of a
Swimming Pool and Spa Ordinance.

Rexdew Checklist:

City Admin/strator
C/tv ^ '
.~u%orney
City En~neer
Community Development Director

X

Cf-fief of Police

Pianr~ng & Zoning' Comm.
Buiidiny O~.ciz!
