ORDINANCE NO. 89- <br /> <br /> CITY OF RAMSEY <br />ANOKA COUNTY, MINNESOTA <br /> <br />AN ORDINANCE REGULATING THE BUILDING AND CONSTRUCTION OF <br />RESIDENTIAL SWIMMING POOLS AND SPAS; ESTABLISHING PERMITTING <br />PROCEDURES; PROVIDING FOR FENCING REQUIREMENTS; AND PRESCRIBING <br />PENALTIES FOR THE VIOLATIONS THEREOF. <br /> <br />The city of Ramsey ordains: <br /> <br />SECTION 1. GENERAL PROVISIONS <br /> <br />A. Title. <br /> <br />This Ordinance shall be known as the City of Ramsey <br />Swimming Pool and Spa Ordinance. <br /> <br />B. Findings and Purpose <br /> <br />The City Council finds that there is an increasing number <br />of Swimming Pools and Spas being constructed within the <br />City of Ramsey. The city Council also finds that <br />swimming pools and spas are inherently dangerous unless <br />properly constructed, maintained and secured. It is the <br />purpose and intent of this Ordinance to establish <br />construction and fencing requirements for Swimming Pools <br />and Spas in order to protect the health, safety and <br />general welfare of the residents of the City of Ramsey. <br /> <br />C. Definitions <br /> <br />swimming Pool. Shall be defined as any swimming pool, <br />permanent or portable, above ground or below ground, and which <br />is more than twenty-four (24) inches in depth and has a <br />surface area which exceeds one hundred (100) square feet. <br /> <br />Spa. Shall be defined as a unit primarily designed for <br />therapeutic and/or recreational use, which is not drained, <br />cleaned, or refilled for each individual. It may include, but <br />not be limited to: hydrojet circulation, hot water, cold <br />water, mineral baths, air induction bubbles, or any <br />combination thereof. Industry terminology for a spa includes, <br />but is not limited to: therapeutic pool, hydrotherapy pool, <br />whirlpool, hot spa, and hot tub. <br /> <br />D. Applicability. <br /> <br />This Ordinance shall apply to all new swimming Pools or Spas, <br />and all existing swimming pools or spas. Existing Swimming <br />Pools and Spas shall be brought into compliance with the <br /> <br /> <br />
