Mr. Gerald Zimmerman <br />Page 2 <br />April 12, 1988 <br /> <br />In addition, ~:et Council is reluctant to expand the Urban Area <br />because Ramsey has not complied with the four lots per 4C acre <br />policy in the Rural Area. The City proposed the plan of <br />requiring all the soils on a lot to be Class I. This could <br />reduce the desnity to approximately one lot per five acres <br />depending on the soils in the area. Met Council staff stated <br />that this'is a step in the right direction but recommends that <br />the one lot per ten acre policy be enforced. To allow existing <br />landowners to develop, they said the City could set a date in <br />the future, possibly late 1989, when the new policy (one lot <br />per ten acres) would be effective. <br /> <br />To address the city's immediate development re.cuests, Met <br />Council staff suggested that the City submit an amendmen~ to <br />its Comprehensive Plan to expand the Urban Service Areas. This <br />amendment would be a preliminary expansion of the year 2000 <br />Urban Service Area boundary and the City could continue to <br />pursue the ultimate expansion of the 2000 Urban Service Area. <br /> <br />City Council directed city staff and planning conumission to <br />prepare the preliminary amendment to the 2000 Urban Se~zice <br />Area and hold a public hearing on the amendment on April 5, <br />!988. <br /> <br />The developer has petitioned the City of Ramsey to provide <br />sewer and water se_-vice to and within the proposed plat. A <br />study to extend the utilities to the plat was completed <br />showed that the sewer and water lines in the River's Bend plat <br />can be extended to sera, ice this plat. The feasibility to <br />provide the laterals within the plat is pending the outcome of <br />the amendment of the area to the year 2000 Urban Serx~ice Area. <br /> <br />In review of th=_ proposed lots, =_.-~ cf the lots meet the <br />~inimum ict width and size re~airements_ of ~he C_~y~ Cc~e. <br />non-sewered lots in the area of the proposed development are <br />=~_cx_m=~e.y one acre in =ize and 200 feet wide.
