though streets were planned at the whim of developers; they ail end in cul-de-sacs or dead <br />ends; thc City should be planning for through streets. <br /> <br />Mr. Berg stated that consideration was given to extending a street north through Wildwood <br />but there didn't appear to be a good mason for extending a road to a flood plain. <br /> <br />Mr. Banwart confirmed that-it is not economical to extend a road to parcel that is in the <br />flood plain and contains only about 4-5 acres of developable land. Mr. Banwart also noted <br />that Ramsey is wor'king on a transportation plan which address through streets. <br /> <br />Mr. Enstrom - Inquired if thc transportation plan will address his property or will it remain <br />landlocked. <br /> <br />Mr. Banwart replied that extension of streets depends on the number of benefitting parties <br />and who will pay for the improvement. <br /> <br />Jim Wcndt - <br />Heights and <br />subdMsions. <br /> <br />Noted that there was also problems in obtaining access to serve Autumn <br />confirmed that there is a need to plan for through streets connecting <br /> <br />Mr. Enstrom Stated that if thc City would develop plans indicating subdivisions b,..m~ <br />connected by through streets, residents would not be surprised when their cul-de-sac is <br />convened to the through street. <br /> <br />Commissioner LaDue stated that it is the City policy that all streets are planned as through <br />streets; all of the cul-de-sacs in the City arc temporary. As each piece of property develops, <br />the City requires that sn-eets are extended up to the next parcel to a~ommodate connection - <br />to the next subcllvision when it develops. This policy only gives the appearance of <br />unplanned streets because development of subdivisions takes place over a period of man), <br />),ears; the eventual plan is for all sweets to be through streets. <br /> <br />Larry Thole - 17440 Gibbon - Stated that he is oppos~ to Wildwood Acres because of Ws <br />impact on an already poor drainage situation. Wildwood Acres would d.min into Ditch g27 <br />and that ditch has had problems the last two years and cannot handle any additional runoff. <br />Tne ditch is functioning so poorly that the Count),' held hearings on it; what will the <br />overflow from the ditch do to existing homes in the area? <br /> <br />Mr. Berg stat~ that he is not aware of Ditch ~._7 and indicated on the plat how drainage is <br />plann~ to ~ handled. <br /> <br />/~ir. and l~s.
