Voting No: None. <br />HRA BUSINESS <br />Case #1: Reassignment of Housing Plan Consultant <br />HRA Executive Director Sylvia Frolik stated in September of 2005 staff was directed to utilize <br />the services of a consultant to assist in the development of a Master Housing Plan for the City. <br />The City entered into an agreement with Jeff Johnson of J. Johnson, Inc. Mr. Johnson provided <br />staff with some guidance and assistance in forming the Housing Plan outline and the community <br />housing survey performed in 2006. Staff has compiled the results of the survey but was <br />instructed by the HRA to delay any more work on the Housing Plan until the completion of the <br />Ramsey3 forum series. <br />Commissioner Dehen left the meeting. <br />HRA Executive Director Frolik stated the Ramsey3 forums have been completed and staff is <br />ready to resume work on the Master Housing Plan. Mr. Johnson has requested to terminate his <br />agreement with the City. HRA staff has been participating in the Housing Collaborative Institute <br />as a networking and outreach effort. This organization consists of representatives of various <br />units of local and county government and consultants in the northern suburbs of the metro area. <br />In the course of participation, staff has met Cathy Capone Bennett, a member of the <br />Collaborative and a private consultant that specializes in housing plans. Staff requested Ms. <br />Bennett to submit a proposal to assist in compiling the Master Housing Plan. Ms. Bennett's <br />quote for professional services and resume are included in the HRA's packet. Ms. Bennett has <br />quoted a not to exceed amount of $4,200. Staff recommends the HRA accept the resignation of <br />J. Johnson, Inc., and authorize a new contract with Bennett Community Consulting. <br />Commissioner Elvig inquired about the work accomplished by Mr. Johnson with the Master <br />Housing Plan. <br />HRA Executive Director Frolik replied Mr. Johnson assisted with the outline and the basic <br />ground data for the plan, and assisted with the community survey. He was hired on a per -hour <br />basis. <br />Commissioner Jeffrey asked if Mr. Johnson has been paid for the work he has done and if the <br />HRA has the work product that was completed. <br />HRA Executive Director Frolik replied Mr. Johnson has been paid for the work he has done to <br />date.
