Realtor representing Mr. Menard stated that he has a ten-acre parcel with an accessory structure, <br />but no residence. He is looking at selling the property for business purposes because most of the <br />surrounding properties are operating commercial businesses. His land has been for sale for four <br />years and it is not suitable for single-family development. It was built for commercial use when <br />it was allowed and it is no longer allowed. The home occupation permit allows the City to give a <br />property owner the ability to use their parcels for business purposes if it is not suited for <br />residential development. She stated that six employees on a ten-acre parcel was low.' The <br />property has a high voltage power line going through the property, which does not make it <br />suitable for single-family development. <br /> <br />Councilmember Strommen questioned why they were talking about high-density development <br />when the property is not zoned that way. <br /> <br />Community Development Director Frolik noted that the property is zoned for 2.5-acre <br />development. <br /> <br />Lonny Menard stated that if the proposed ordinance is two broad for the City then change the <br />zoning of the property to allow for this type of uses and charge them commercial taxes. <br /> <br />Councilmember Elvig stated that he did not have too much concern about the salability of <br />residential properties with power lines because has power lines that go through his property. His <br />concern with the ordinance as proposed is that he does not want to build an industrial park on the <br />north side of Ramsey. <br /> <br />Associate Planner Wald stated that staff tried to keep the code more general to allow the Council <br />flexibility, but she was hearing the Council may want more information. <br /> <br />Community Development Director Frolik noted that they could include the density surrounding <br />the property as one of the criteria to consider. <br /> <br />Councilmember Cook stated that he did not think that they wanted to stop the small garage <br />shops. <br /> <br />Councilmember Elvig stated that he likes the idea of a person being able to use their home for a <br />business, because it is a wonderful way to start a business. <br /> <br />Associate Planner Wald stated that staff will continue working on language based on the Council <br />discussion. <br /> <br />5) Comprehensive Plan Strategic Planning <br /> <br />City Administrator Norman stated that during a recently Council meeting, Councilmembers <br />requested that the Council discuss the concept of Comprehensive Plan strategic planning in a <br />work session. <br /> <br />City Council Work Session/November 3, 2003 <br /> Page 1i' of 13 <br /> <br /> <br />
