CASE #: ~ <br /> <br />REQUEST FOR FINAL PLAT APPROVAL OF VALVISTA ESTATES <br />CASE OF EUGENE VALERIO <br /> By: Megan Wald, Associate Planner <br /> <br />Background: <br /> <br />Eugene Valerio is requesting final plat approval to create two new lots from his existing 9.67 <br />acre parcel located at 16514 Jaspar Street NW, <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Final Plat <br />c) Re-subdivision plan <br />d) Planning Commission meeting minutes dated November 6, 2003 <br />e) City Staff review letter dated November 21, 2003 <br />f) Proposed Resolution for Approval <br />g) Proposed Development Agreement <br /> <br />Notification: <br /> <br />The plat is a minor subdivision and is not subjected to a public hearing. Information regarding <br />the sketch plan request was sent to residents within 350 feet of the subject property. <br /> <br />Observations: <br /> <br />Mr. Valerio owns a 1.9 acre parcel, where his single family home is located, and a 7.77 acre <br />parcel located immediately adjacent to his homestead (for a total of 9.67 acres). The applicant is <br />proposing to create two 2.5 acre parcels and maintain his existing single family home on a 4.67 <br />acre parcel. <br /> <br />The property is located within the Rural Developing Area and therefore subject to a 2.5 acre lot <br />minimum, all lots meet or exceed this requirement. All three lots meet or exceed the 200 feet of <br />frontage on a public road requirement. The newly created lots will gain access from 166th Avenue <br />and the existing single family home will continue to gain public access from Jaspar Street <br /> <br />A wetland delineation was completed for the subject proPerty. It appears the existing homestead- <br />contains a small wetland located at the southwest comer. The final plat is providing for the <br />required drainage and utility easement over the wetland. The Lower Rum River Watershed <br />Management Organization must verify the wetlands on the subject property. <br /> <br />.The City Engineer has reviewed the soils map in this area and has determined that there is <br />sufficient Class I soils to support a primary and alternate septic system. <br /> <br />The Park Commission at their regular meeting in November reviewed the sketch plan and <br />recommended park dedication fees be satisfied through a cash payment. <br /> <br /> <br />
