Memo From: CC: Date: Re: Mayor and City Council, City Administrator Jim Norman Sylvia Frolik, Community Development Director ~ Assistant Community Development Director Pat Trudgeon Environmental Specialist Bruce Bacon 11/21/2003 National Urban and Community Forestry Advisory Council (NUCFAC) 2004 Challenge Cost- Share Grant Program Approximately 1 million dollars in grant funds will be awarded through the 2004 Grant Program. Grants of any amount, up to 1 million dollars, will be considered. All grants must be matched dollar for dollar or with in-kind donations or volunteer assistance. The pre-proposal deadline is December 9. Environmental Specialist Bruce Bacon has discussed this grant opportunity with the Environmental Policy Task Force (EPTF) on a couple of occasions. This grant program is highly competitive, however, City Staff and the EPTF have expressed an interest in getting Ramsey's name out there and submitting a pre-proposal. The City is under no obligation to accept the grant. The pre-proposal would be for some nominal amount ($'12,000-$20,000). Possible uses include educating the community on the value of urban and community forestry, improving communication between green industry and the local municipality, build on the utilization of GIS capabilities for resource assessment and management, or tap into local educational facilities and events to communicate the linkage between community forestry and emerging issues such as energy, water, air, public health and jobs. Acceptance of this memo on the November 25, 2003 City Council Consent Agenda will serve as Staff's directive to submit a pre-proposal for the NUCFAC Grant. In the event the City's pre-proposal is selected as a project for further consideration by NUCFAC, Staff will bring the project back to City Council for further review and consideration.
