PC CASE # t~ <br /> <br />DISCUSSION REGARDING THE APPLICATION PROCESS <br /> FOR BOARDS AND COMMISSIONS <br /> <br /> By: Givonna Reed, Human Resources Manager <br /> <br />Application for Boards and Commissions <br /> <br />At the October 28, 2003 City Council meeting, the City Council directed staff to develop <br />a questionnaire, based on the City of Plymouth's questionnaire, for board and <br />commission applicants to complete and submit to the City when they wish to be <br />considered for a vacancy. That questionnaire has been developed and is attached for your <br />convenience. <br /> <br />The intent is that each interviewer will score each application. The Human Resources <br />Manager will total the scores and invite the top five scorers to interview. If the Personnel <br />Committee moves to adopt the questionnaire, the appropriate amendments will be made <br />to the City's Policy for Appointing Board and Commission Members. <br /> <br />Interview Questions for Board and Commission Applicants <br /> <br />This past summer staff solicited input from advisory group members regarding questions <br />used to interview board and commission applicants. At the October 28, 2003 City <br />Council meeting, the City Council directed staff to solicit input from staff liaisons <br />regarding possible interview questions. Attached are interview questions recommended <br />by staff liaisons. <br /> <br />Reapplication Process for Board and Commission Members <br /> <br />The current Policy for Appointing Board and Commission Members states that <br />commission members whose terms are expiring will be invited to reapply by completing <br />and submitting a letter of interest. The policy further states that letters of interest will be <br />forwarded to the evaluation (interview) panel for review with the group of new <br />applicants. Staff interprets this to mean that all vacancies are advertised, even when a <br />commissioner wishes to reapply, and the commissioner's letter of interest is considered <br />along with the letters of interest of other applicants. <br /> <br />As recently as January 2003, two commissioners were reappointed using a different <br />process. In January 2003, the commissioners whose terms expired December 2002 were <br />invited to reapply and their letters of interest were forwarded to the City Council with a <br />recommendation for reappointment. The vacancies that were created with the December <br />2002 term expirations were not advertised as the current policy suggests that they should <br />have been. <br /> <br /> <br />
