In order to determine the number of vacancies that must be filled, the City Council must <br />first determine whether the City Council liaison will have voting rights. A City Council <br />liaison position was established after the November 2002 election. <br /> <br />At the November 17, 2003 meeting, the EPTF recommended that the City Council liaison <br />have voting fights, as do the other liaisons. If the City Council accepts this <br />recommendation there are two things to consider: 1-the City Council liaison will have <br />two votes on issues that are brought from the EPTF to the City Council, and 2-there <br />would be only two vacancies (1 PONDS, 1 at-large) to fill. <br /> <br />Under this scenario the make-up for the EPTF would be as follows: <br /> · 3 liaisons (Planning Commission, Park and Recreation Commission and City <br /> Council) <br /> · 2 representatives from Ramsey PONDS <br /> · 4 at-large representatives appointed by the City Council <br /> <br />If the Council wishes to grant voting fights to all members except the City Council <br />liaison, there would be three vacancies (1 PONDS, 2 at-large) to fill. <br /> <br />Under this scenario the make-up for the EPTF would be as follows: <br /> <br />· 1 ex-officio City Council liaison <br />· 2 liaisons (Planning and Park and Recreation Commissions) <br />· 2 representatives from Ramsey PONDS (Protecting Our Natural Surroundings) <br />· 5 at-large representatives appointed by the City Council <br /> <br />Staff Recommendation <br /> <br />° <br /> <br />Ratify the appointment of Jon Olds as the Park and Recreation Commission <br />liaison. <br />Determine whether the City Council liaison will have voting rights. <br />a. Yes-fill three vacancies. <br />b.
