CONSIDER APPOINTMENTS TO THE
ENVIRONMENTAL POLICY TASK FORCE

By: Givonna Reed, Human Resources Manager

Background

The Environmental Policy Task Force (EPTF) is a task force that was established by the
City Council to write a tree preservation ordinance and a wetlands buffering ordinance.
The EPTF has completed the tree preservation ordinance and would like to move forward
with the creation of a wetlands buffering ordinance.

The EPTF was originally comprised of nine members: · 1 representative from the Planning Commission
· 1 representative from the Park and Recreation Commission
· 2 representatives from Ramsey PONDS (Protecting Our Natural Surroundings)
· 5 at-large representatives appointed by the City Council (each of five Council
Members appointed one resident)

At the November 10, 2003 work session, the City Council briefly discussed the future of
the Environmental Policy Task Force. It was determined that this subject would be
explored in greater detail at a future work session. It was the consensus of the City
Council that EPTF vacancies should be filled from a list of nominees created by the City
Council and current EPTF members.

The following names were submitted by the EPTF for consideration:

· Will Thompson: Mr. Thompson expressed an interest in serving on the EPTF at
the Environmental Expo.
· Jeff Perry: Resident and Anoka County Parks Department employee
· Tim Edgeton: Resident and Forester for Sherbume County
· Michael Rolfe: former Park and Recreation Commission who recently resigned
· John Strommen, PONDS representative

Determining Voting Rights and Vacancies

The EPTF has experienced several changes in its membership over the last year.
As a result of these changes there are currently two or three vacancies depending on
whether the City Council grants voting r/ghts to the City Council liaison. In addition, the
appointment of Jon Olds as the Park and Recreation Commission liaison must be ratified
by the City Council and the Planning Commission must recommend a liaison for Council
approval.
