April 19, 1989 <br /> <br />Mayor Gary Reimann <br />15153 Nowthen Boulevard <br />Ramsey, MN 55303 <br /> <br />NW <br /> <br />and <br /> <br />City Councilmembers <br />City of Ramsey, Minnesota <br /> <br />Re: <br /> <br />Lower Rum River Water Management <br />Organization - Proposed Ordinance <br />Establishing Erosion Controls - <br />Prohibiting Water Skiing <br /> <br />Dear Mayor Reimann and Councilmembers: <br /> <br /> The Lower Rum River Water Management Organization has been working <br />for approximately one year on erosion concerns raised by residents living <br />on the Lower Rum River and by other people concerned with the environment. <br />We have studied this matter carefully and have had our attorney prepare <br />several draft ordinances. He informed us that the County of Anoka has <br />jurisdiction over the Lower Rum River, and they are the ones who would have <br />to enact an ordinance. <br /> <br /> On May 19, 1988, we contacted the Anoka County Board and called to <br />t~eir attention the problems that had been raised by the residents and the <br />request for some erosion controls. On May 31, the Chairman of the County <br />Board wrote back and asked that we confer with the member cities and secure <br />support from the cities. He then recommended that we send our <br />recommendation along with resolutions supporting the recommendation to the <br />County so that we would have one joint position to be considered rather than <br />differing opinions. The County Board further indicated that if the cities <br />along the Rum River are convinced there is a problem and are united in their <br />proposed solution, the County Board would give the matter serious <br />consideration. <br /> <br /> Subsequent to those communications from the County, we have gone <br />through and redrafted the proposed ordinance, taking out the original <br />recommendation of the attorney which established a maximum speed and <br />limited the motor size. That is a common way to control erosion problems on <br />lakes and rivers which are sensitive to speed boats and other active uses of <br />the river. The Commission then sent those recommendations to the various <br />cities and asked them to consider this proposed ordinance, and further <br /> <br /> <br />
