CASE # 10 <br /> <br />REQUEST MORATORIUM ON THE CONSTRUCTION OF POI.F. BUrLDINGS <br />ALONG HIGHWAY #10 CORRIDOR <br /> By: Mark S. Banwart, Community Development Director <br /> <br />On May 2, 1989, the Ramsey Planning and Zoning Commission recommended that the City <br />Council establish a moratorium on the construction of pole buildings along the Highway #10 <br />corridor and that City St~ff draft an ordinance to disallow pole buildings and upgrade building <br />standards along Highway #10 corridor. Further discussion indicated that the direction of this <br />motion was based on the Highway //10 Corridor Study and Ramsey's agreement with Anoka to <br />establish higher building standards in the industrial areas abutting those of City of Anoka. <br /> <br />Observations: <br /> <br />There has been a long-standing concern about the general appearance of the Highway #10 <br />corridor area through the City of Ramsey as wel] as the general required standards to which <br />buildings are constructed. In January of 1988, the City received the TRUNK HIGHWAY #10 <br />CORRIDOR STUDY by Barton, Aschman & Associates in association with Resolution, Inc. As <br />you may recall, the study covers: <br /> <br />2. <br />3. <br />4. <br />5. <br /> <br />Economic Development Potential <br />Land Use and Physical Features <br />Transportation System Analysis <br />Community Image and Identity <br />Implementation Plan <br /> <br />The general direction of the study is to upgrade the community image and identity and thereby <br />increasing the viability of the community. <br /> <br />On April 17, 1989, the Ramsey City Council and delegation met with the Anoka City Council to <br />discuss issues of mutual concern. At this meeting, the City of Anoka indicated their concern about <br />the proliferation of pole buildings in' lands adjacent to the Anoka Industrial Park. The City of <br />Ramsey responded with an indication of our willingness to provide some cohesive coordination of <br />site plan review and development standards with that of the City of Anoka. <br /> <br />Recommendations: <br /> <br />Staff recommends that City Council direct staff' to prepare appropriate changes to the site plan <br />ordinances and to establish performance standards for the area known as the Highway #10 <br />Corridor area and the Industrial Park area adjacent to the Anoka Industrial Park. <br /> <br />Council Action: <br /> <br />Motion to direct/not direct appropriate site plan ordinances and performance standards for the <br />Highway #10 Corridor area and Industrial zoned areas abutting the Anoka Industrial Park in <br />particular and commercial/industrial multifamily zoned areas in general. <br /> <br />Review Checklis~ <br /> <br />City Administrator X <br />City Attorney X <br />City Engineer X <br />Community Development Director X <br /> <br />Chief of Police <br />Finance Officer <br />Planning & Zoning Commission X <br />Park & Recreation Commission <br /> <br /> <br />
