WATER AND SEWER UTILITIES <br /> <br />PREFACE <br /> <br />GENE~ <br /> <br />Any municipal water system and/or sanitary sewer system which is <br />constructed in the City of Ramsey pursuant to the City of Ramsey <br />Code regulations shall be operated as public utilities and all <br />revenues and operating expenditures of said utilities shall be <br />properly accounted for in a separate municipal fund which shall <br />be a combined water and sewer utility fund. The council shall <br />have authority to establish fees for connection to and use of the <br />municipal water and sanitary sewer systems from time to time by <br />ordinance. <br /> <br />DEFINITIONS <br /> <br />Unless the context clearly indicates otherwise, the words, terms <br />and phrases, as used in Section 210.20 et seq. shall have the <br />meanings set forth in the paragraphs of this section which <br />follow: <br /> <br />1. "Municipal Water System" or "City Water" shall mean the <br />municipal water system of the City of Ramsey. <br /> <br />~. "Sewage" shall mean a combination of the water-carried wastes <br />from residence, business buildings, institutions and industrial <br />establishments. <br /> <br />3. "Sewer" shall mean a pipe or conduit for carrying sewage. <br /> <br />4. "Public Sewer" or "Municipal Sewer" shall mean the municipal <br />sewer system of the City of Ramsey. <br /> <br />5. "Industrial Wastes" shall mean the liquid wastes from <br />industrial processes as distinct from sanitary sewage. <br /> <br />6. "Sanitary Sewer" shall mean a sewer which carries sewage and <br />to which storm, surface and ground waters are not intentionally <br />admitted. <br /> <br />7. "City" shall mean City of Ramsey or its duly appointed agents <br />or representatives. <br /> <br />8. "Person" shall mean any individual, firm, company, <br />association, society, corporation or group. <br /> <br />9. "Individual Sewage Disposal System" shall mean a sewage <br />disposal system other than a public or municipal system which <br /> <br /> <br />
