MUSA EXPANSION <br />By: Merland Otto <br /> <br />CASE #1 <br /> <br />Background: <br /> <br />At your last Council meeting, we discussed the two key elements <br />which MC had conveyed to us as being obstacles to approving a MUSA <br />expansion. Those were: 1) rural density 4/40 acre zoning, 2) <br />connection of existing development to City sewer. <br /> <br />We had not received a formal written review from NC at that time. <br />We have now received informal staff comments.and have been assured <br />that formal comments will be received prior to the 13th. <br /> <br />other concerns expressed in the staff comments are: <br /> <br />o Revise on-site ordinance to eliminate seepage pits. <br />o Land use impacts on Highway 10. <br />o Bridge/thoroughfare across Mississippi River. <br />o Limit sewer hookups to 500 REC's through 1991 until Anoka WWTP <br /> phase out completed. <br /> <br />Council tabled this item at their last meeting to consider options: <br /> <br />Observations: <br /> <br />We submitted supplementary information on May 23 and June 1, 1989 <br />which addressed the City's sewer connection and on-site system <br />policies. At this time, it appears that the City is in partial <br />compliance with MC policies regarding sewer connection within the <br />MUSA. The on-site subdivision ordinance needs to be revised <br />disallowing seepage pits (in practice, they have not been allowed <br />for years). <br /> <br />With respect to 4 and 40 acre zoning approximately 3,330 acres of <br />developable land are outside the City's designated urban area. At <br />a 2.5 acre density, allowing 15% use for transportation and ether <br />public uses, this would account for approximately 1,132 lots. it <br />has been our position that the City should receive bonus MUSA <br />acreage if it implements 4/40 acre zoning. We have indicated to <br />MC staff that an acceptable trade might be 4/40 for the entire <br />designated urban area of the City. This would be approximately <br />2,170 acres between the proposed MUSA 2000 and the urban line. <br />Approximately 630 acres of this is currently developed, an <br />additional 837 acres is comprised of airport, landfill, parks, <br />school and wetlands leaving a net developable 700 acres. <br /> <br /> <br />
