June 5, 1989

Mr. Gary Reimann
18008 N.W. Waco St.
Ramsey, MN 55303

Dear Mr. Reimann

Recently there was an ad in the Ramsey Resident
regarding a vacancy as a member at large on the Fire Board,
which I applied for. On May 24 I contacted the city to find
out what was happening with this vacancy and was informed
that the City Council appointed Mr. David Bawden to the Fire
Board for the year of 1989.

I have a concern on the way the appointment was handled,
and would like to know why an interview was not given to any
of the applicants who showed an interest in this opening. I
would also like to know how the City Council can make a
decision on who is best qualified for the member at large
opening from reviewing letters of application.

As one of the original Fire Safety Committee members
who worked on studying the need, the recommendation, the
organization of the Fire Department and individually studied,
prepared and coordinated the specifications for the Fire
Apparatus and a former member of the Fire Board, I do not see
how my qualifications are any less than Mr. David Bawden's.

It is my understanding that when there is a vacancy on a
commission or board, interested individuals are interviewed
and a decision is made from the interviews before any
appointments are made.

I would like the City Council to explain in writing, how
a decision was reached on who was best qualified to fill the
vacancy on the Fire Board, and why an interview was not
given.
